Avalanche increased their block gas limit to 15M in a recent upgrade https://medium.com/avalancheavax/cortina-x-chain-linearization-a1d9305553f6 This proposal increases the network limit to 13M (keeping some slack to avoid batching near the limit), which will allow us to batch more efficiently when needed
